DUI PA Driver Who Struck Another Vehicle Bites Arresting Officer, Police Say

A 47-year-old Lancaster County man who was drunk when he hit another vehicle tried biting an officer attempting to place him in handcuffs, authorities said.

New Holland police were dispatched to the Ashlea Gardens complex on May 30 after a woman called saying a man later identified as Gerald Douglas Kulp trying to park next to her hit her car, police said in a news release.

Kulp went back inside his apartment and appeared intoxicated, the woman told police.

While Kulp was retrieving the information to his vehicle, he opened the door of his car into the door of the vehicle he had just hit, which caused more damage to the other vehicle, authorities said. 

Kulp refused field sobriety tests and was advised that he was under arrest for DUI, authorities said.

When officers attempted to place him into custody he resisted and tried to pull away, according to police. 

After a brief struggle Kulp was taken into custody. Kulp was transported back to the NHPD where officers attempted to obtain a breath sample to obtain his BAC, police said. 

Kulp refused the breath test and became agitated, and began to throw things at officers, authorities said. 

Officers attempted to place Kulp back into handcuffs and another struggle took place, police said. 

During the struggle, Kulp bit one of the officers on their hand, authorities said. 

He was eventually secured and charged with the above offenses as a result. 

He was charged with aggravated assault, DUI, resisting arrest and harassment.

Kulp was transported to Lancaster County Central Booking to await arraignment.
